STATEMENTS OF BOARDS, COUNCILS, COMMITTIEES AND OTHER BODIES CONSISTING TWO OR MORE PERSONES CONSTITUTED AS ITS PART OR FOR THE PURPOSE OF ITS ADVICE, AND AS TO WHETHER MEETINGS OF THOSE BOARDS, COUNCILS, COMMITIEES AND OTHER BODIES ARE OPEN TO THE PUBLIC OR THE MINUTES OF SUCH MEETINGS ARE ACCESIBLE FOR PUBLIC.

(Under Section 4(1)(b)(viii) of right to Information Act 2005).

The various Boards/Councils/Committees constituted and functioning in this office are as follows:

• General Body : The General Body of the Society is constituted by Govt. of India. Addl. Secretary and DC (MSME), Govt. of India is the Chairman. The Body normally meets once in a year and approves the Audited Annual accounts, Annual Report and other matters recommended by the Governing council. The Principal Director is the Member Secretary to the Governing Council.

• Governing Council: It is nominated by the Govt. of India. Additional secretary and DC (MSME), Govt. of India is the Chairman.  Principal Director is the member Secretary of Governing Council. The Governing Council approves the plan and projections, budget and expenditure and formulates policies for the Society. The detailed powers of the Governing Council are prescribed in the Memorandum of Association and Rules & Regulations of the Society.

• Purchase Committee: There are three Purchase Committees as per following details to regulate the purchases of the Society:
a) Purchase Committee-I (for capital Items each costing Rs. 20 lakhs and above), constituted vide letter no. 4(20)/2007-Leather/52 dated 22.3.2010 of office of D.C. (MSME), New Delhi:

i) AIA (I./c. of Leather Div.), o/o DC (MSME)-Chairman
ii) Director of CFTI, Agra or Director of local MSME-DI Or Director (Mech.), o/o DC(MSME)-Member
iii) PD/Director, PPDC, Meerut-Member Coordinator
In the case of purchases of capital items above Rs. 20 lakhs, two bid system would be followed (Technical and Financial Bid).
b) Purchase Committee-II (for capital items each costing more than Rs. 5 lakhs and less than Rs. 20 lakhs)- Approving Authority of the purchase will be Chairman, GC, PPDC, Meerut. The committee was constituted as under vide letter no. 6(27)/2004-Leather dated 4.7.2005 of o/o D.C.(SSI), New Delhi:

1. Principal Director, PPDC, Meerut – Chairman
2. Shri S.K. Basu, Dy. Director (Leather) o/o DC (SSI)-Member
3. G.C. Member (Need Based) – Member
4. Officer of the concerned section, PPDC, Meerut-Member Coordinator

c) Purchase Committee-III (for capital items each costing up to Rs. 5 lakhs) – The purchase will be approved by Director, PPDC, Meerut.  The committee constituted vide letter no. 6(27)/2004-Leather/406 dated 25.5.2004 of  DC (SSI), New Delhi,  is as under:

I. Technical Officer, PPDC, Meerut-Chairman
II. Technical Officer/Purchase Officer-Member
III. Technical Officer/(user Department) – Member Coordinator

The purchase will be approved by Director, PPDC, Meerut

•  Disposal/Sale Committee : The following committee for the sale/disposal of product, bye-product or waste material valued up to Rs. 5.00 lakhs arising out of incidental to the course of training as well as old news papers/wooden dust/scrap arising during job works including unserviceable furniture etc. was constituted vide Chairman’s office letter no. 4(42)/2004-07-Leather-55 dated 4.2.2008:

The meetings of the above Committees/Board/Councils are neither open to public nor minutes are accessible to them.
